Question 01 Sarari how can you tell?

My Safari has had alot of problem's but Im slowly fixing it, my question is, how do you know if the Catalytic Converter is clogged? I ask becouse sometime's it run's real rough and smell's like rotton egg's and then it clears up? I think it is my C.O. censor ( I am getting a code that my left bank C.O. sensor and the bottom sensor). The shop told me it is a clogged converter and want's $642 plus tax....I call B.S......what's your thoughts?
