04 Sierra (hamster like noise in dash)

Our 04 Sierra has noises coming from the dash area behind the AC controls. We can reduce it by setting the passenger side to hot and driver to cold, but it never goes away. It sounds much like a hamster on a wheel. The lights in this same area have slowly been going out as have some of the other dash lights. Everything works, AC blows cold, Heat blows hit, just a very annoying sound and lights out makes it hard to see if you are in drive.

Any idea? Has anyone had a similar problems? Solutions?
