1992 speedometer and odometer

I have a 2.5l auto. speedometer and odometer quit working. I have replaced the speed sensor. No luck. Pulled the instrument cluster and tested the stepped motors. Instrument cluster quit working replace it. No luck. Tested for voltage to the plug going to the speed sensor. There is none. Traced the wiring to the firewall. I need some help diagnosing what else it could be.

well there would not be any volts in the speed sensor circuirt unless the car or tk is moving.

It works off of A C volts and is made by a tooth ring and the sensor.The faster it turns the more volts. The computer uses the volts and turns it in to usable data.
