You have what they call "Torque Management" and the only way to remove it is to have your Sierra reprogrammed to eliminate it. I've done lots of tuning on my 1996 Jimmy and it was entertaining, your's being a 1998 is much user friendly to Dyno tune.

Tq Management are on all OBDII trucks from 1996-1998 it wasnt very affective but it was there, and on the 1999-2002.5 tq management was much more affective but still lacking what the 2002-2007 had due to its throttle by cable setup, and from 2002.5-present when (Electronic Throttle) came in effect it pretty much drives the truck for you, and for all of you guys that are making claims that you can't feel it. The 96-98 does pull timing also if you do not have a custom tuned PCM.

Torque Management typically involves programming the PCM to reduce engine power during gear changes. This makes the shifts feel smoother while also reducing wear and tear on the transmission. But aside from when the tranny is in between gears, full power is available at all times.

Based on the Edmunds review and other reports, the new GM pickups apparently run in a "reduced power" mode all the time unless you floor it for more than 4 seconds. Most likely it's for enhanced fuel economy and/or drivetrain longevity, but I don't know for sure. Regardless, since the engine is basically crippled and putting out far less than its advertised power in 99% of real-world driving conditions. God bless Custom Tunes
