When the low side pressure starts to rise up and gets to about 45 , a burst of air/fluid comes out from the rear of the compressor ..it only happens at this higher pressure , not before . If i release enough pressure so that it does not climb up to this 45 and stays down at around 35 , will i be putting myself in danger ? High pressure hits around 200 .

Nothing should be blowing out of the compressor. Your gauges should have info to tell you what the pressures will be at different ambient (outside air) temperatures. If you're concerned about operating the system with an "undercharge", the evaporator coil (inside the cab in front of your heater coil) will have a tendency to produce a lot of condensation and even possibly "ice up". An undercharge is not so good, but an overcharge can cause big damage to the system.

Thank you . I thought it is kind of weird to have something blowing out the rear of the compressor but i cant see it the way the system is set up . I suspect i will need to replace or repair it .
