2000 Sierra Heating Problem

I have a 2000 sierra that the cabin heat is not working properly. The lines going to the heater core are both hot, i have changed the electric motor for the temperature control and have flushed the heater core using a hose and no blockage seems to be occurring. It seems that when the engine is running to temp and the blower seating is on the vents or anything aside for the defrost it works but the air is not super warm and when i turn it to the defrost setting it becomes cool air. Is there another electric motor or some type of vacuum controlling this? Or would the cabin air filter be causing this? (I have not changed the cabin air filter yet).
 
This sounds like a blend door actuator or mode control acuator issue. I am running into a similar issue on my 06. Hot air from Pass vents - cold air from drivers. (I have dual zone climate cntrl)

After spending a few days researching, I have changed the drivers side blend door actuator - located up and behind the gas pedal..still no joy..looks like it might be the temp mode actuator now.

I got the same issue with the dual climate controls blowing different, drivers side hot and pass. side cold. I was thinking it was the dual climate control switch, thats where Im going to start.
