2000 Sonoma Zr2 4x4 issue

I am having an issue with my 4 wheel drive system the transfer case is locking in when i push the button but the front axle is not engaging i checked the vacuum line there is not much pressure and there is also fluid in the line do i need to get new line or what should i do let me know thanks
