'86 Suburban won't cold start without a jump. Is it the choke or battery? It starts fine when warm.

My Suburban won't cold start without a jump. I had the battery and alternator tested, but they are fine, according to the auto parts store. Once the vehicle is warm, it will start up right away. Is this a choke problem?
Where is the choke fuse for an 86 suburban? I'm using this diagram and don't see the choke fuse. When I go to start the car the choke light is on? This is my first carbureted car. Do I need to do something special to start it? I've tried pumping the gas and then starting it, but it's the same. Thanks for the help in advance.
