95 jimmy runs rough at idle and surges while driving

I have a 95 jimmy that was left to me by an exinlaw it runs a little rough at idle and surges while driving under a load. I cant seem to adjust the timming it makes no difference wcich way I turn the distributer it does notrhing I have put new wires and plugs still a little roug. I am also very currious about a few vacume lines I have a vacume port right above the fuel inlet at back of manifold no idea where it goes There is a vacume line about 3/8 on the driver side it is pluged also behind the distributer there is another vacume line that is plugged it is also about 3/8 does anyone no where they go?
