95 Sierra fuel pump

I'm a newbie to the whole self repair side of things, so this question may seem a bit idiotic to a few of you. But you have to start somewhere right? I tried to start my truck 3 days ago and got nothing. No lights, no noises, absolutely nothing. Obviously it was a battery, I tested the battery with an ohmeter and it was reading 0V...I've never seen a battery that dead, I took it to wal-mart and got another battery, got back to my truck and tried to start it. It would turn over but absolutely would not fire off. I talked to my step dad who is a mechanic, and he told me that it sounds like a fuel pump, and to have someone turn the key while i place my ear by the filler hole for the fuel tank, he instructed me to listen for a slight buzzing noise. Well, no noise. So I bought a new fuel pump, but the problem still remained. Thinking I purchased a bad pump I took it back and got another pump...But yet the problem still remains, I've tested all of the wires and they all test fine. The only thing That is different is:

1.) The black ground wire was ripped off of it's connector that was bolted into the frame (from my electronic experience in the air force im guessing this could be an issue) I'm certain it's there for a safety reason and idk if the pump will activate if it is not properly grounded for safety. But we touched it to the frame, is that not enough?

2.) there was a little black bag looking thing on the bottom of the O.E.M. fuel pump, how necessary is that piece? because it essentially disintegrated when I took it off.

If neither of these could be issues what else could it be??

That back bag at the bottom of your OEM fuel pump is the screen to keep dirt from entering your fuel pump causing it to fail early. The ground wire needs to be grounded properly for the pump to create the right amount of fuel pressure.

If your not getting any power to your fuel pump, inspect all your fuses. I believe the fuse to the ECM also runs the fuel pump. The fuel pump relay is also know to cause issues and should be looked at.

If you have a can of starter fluid, try spraying very little amount into the throttle body to see if the engine will run on that to ensure its not a ignition issue that needs to be addressed.

I stripped the wire down and bolted it to the frame where it was previously attached and still nothing, I have checked the Relay with 12V current and it seemed to work properly, the resistance and everything is correct. Could that still be a problem? We tried the throttle body and it starts up for a very short amount and then dies (starved of fuel). I have not checked all of the fuses, but I will do that shortly...Well I typed all of that out and decided I would go and check the fuses. The ECM-B fuse is blown...

Going to hook everything back up and replace that and let you know how it goes!

Okay so I have replaced the fuse, it's a 20A fuse. But it keeps blowing them, I even put a 25A fuse in it just to see, and it blew that one too...Could it be a short somewhere?

Yes there is a short somewhere. Check the wire leads to the O2 sensors and keep us posted. Keep up the great work.
