96 gmc jimmy 4x4 problem

I have a 96 gmc jimmy i have changed the actuator,actuator cable,all the vac lines,vac switch and switch on differential and still the front tires dont engage,the transfer case is locking in and so is the front drive shaft,any idea what else it could be,im getting vac to the actuator and its pulling the cable the way it should

could be a problem in the front diff. there is a fork that slides a sleeve to lock the RH frt axle to the diff carrier, you might be having a problem with this assy.
