98 gmc sierra slow speed pulling?

1998 gmc sierra has a slow speed 10-35 mph pulling of the steering wheel, almost like you were taking the wheel and starting at 12 o'clock and turning it to 3 o'clock, constantly, what is this problem? The idler arm and right front axle have been replaced. The trucks torsion bars have been raised up and does have 17 cadillac escalde rims with H2 tires on them which I thin are lt 315/75/17
 
98 GMC trucks have EVO (electronically variable Orificed) steering, a device that controls steering effort. If it fails, the vehicle will tend to steer easily in the direction it is being cohersed. I would have the alignment checked. But since you have heavily modified the suspension, tires/wheels the alignment will be only so accurate, but close. Anytime these mods are done the risk is run that steering and ride quality will be reduced.
 
bent rims or one is out of balance usually a bend or warped rim will cause this
