98' K1500 brake probs

Hi guys kinda new to this whole thing, but I've been having issues with my 98 k1500 brakes. pedal goes all the way to the floor and stops slow, figured it was the pads and shoes so i replaced the pads and shoes but I'm having the same problem. So i adjusted the shoes so they're as close to the dum as possible (the rear breaks seems to be the problem); doesn't change anything. Tried the breaks without the drums on, breaks barely move. Fluids full..... I'm thinking its either;
Air in the lines?
Master cylinder?
wheel cylinder?

could i get your advice maybe? thanks
 
does the fluid look old and dirty, it needs flushed
your problem is the front brakes, they do over 80% of the stopping

thanks, i figured it needed a flush, i was going to replace a few things but ill try a flush first before spending real money.:)
