My 99 Savana van cranks but will not start. Fuel pump and relay have been changed. The pump will run continuosly when jumping pin 30 to 87 on the relay block with the ignition switched on. When cranking the engine with the relay installed, the pump runs momentarily, then stops. The fuel guage is pegged all the way past full. When trying to pull codes with a scan tool, I get a data link error. Does this sound like a bad ecm?
