It should kick on regardless, it just won't blow cold. Turn ac on and upfront of the condenser there's a plate with little grooves almost like how a gear would look with just not as many "gears" that should spin when the condenser is on, if not try adding some Freon for your AC, possibly not charged 100% even a few psi +/- will cause it to blow warm
