blue tooth and onstar

I have a 2013 2500 HD. My blue tooth and onstar don't work correctly at first it started out that it sounded like I was in a tunnel to people on the other line.
took it to shop they said it was my phone. so I changed phones. now it is like that with Bluetooth also and am now having problems on my end. have had it to shop 3 times they say it works fine. is anyone else having this problem????

Delete and "re-pair" phone into truck Bluetooth system. Note: Some phones NOT compatable with GM Bluletooth equipped vehicles! Theres a list on line somewhere. GM WeB??

What kind of Onstar problem?? phone? Advisor help (Blue Button) ?
