i am thinking about buying a '98 1 ton diesel. being that i live in alaska, a lot of vehicles idle a bit more than in warmer climates. the engine hour meter reads somewhere close to 3100 hours and there is 130xxx miles on it. is this average miles vs hours?

According to your readings, and if taken the average the rider has used the car in approx 45 miles per hour speed, but it also depends in the usage. I think its worth of buying it for safer side get it checked with the mechanic.
