fouled spark plugs??

my 81 gmc started running rough and would shake and hesitate when pushing the gas, like it was misfiring. Would fouled spark plugs do this? there was fuel all over one of the plugs when i took a glance at it

Q - How long has it been since the wires , plugs and cap were changed ?

Prolly 3 months, but I jus changed plugs and seems to be runnin better, one plug was completely covered and crusted over so hopefully that was the main issue..
