Fuel spraying from top of engine

My, 98 GMC 2500 7.4l, has been running really rough lately. Some of the issues I've been experiencing:
  • Surging RPMs at idle
  • Sluggish and sputters while driving
  • loss of power

Started it up this afternoon and smelt fuel. Shut it off, popped the hood and fuel was everywhere.

Took a video of whats happening... Can anyone tell me where this is coming from? Is it a fuel injector?

its a fine mist or spray from out of the opening of the top of the carb. looks like smoke (but is gas).
it happenes when the cars wants to finally start up but stalls and pressure(?) sends the fuel out the top.
if i can get it started its usually really sluggish at first and i have to play with the throttle to get it going and "clear it out".
its not really a backfire like you would get with it being out of timing. more of a spitting back out.

it didnt start as great as i think it should but i definitely didnt have a problem starting like i do now.
