Help with strange brake light issue!

Hey Everyone. First time posting here. I was searching current posts and could not find an answer to this so hopefully someone here can help. I have a 1994 Sonoma. The rear driver tail light is malfunctioning. The top part of the bulb will light when I turn on the headlights. The lower portion of the bulb that should turn on for the brakes and blinkers does not work. The steps I've taken so far:

1. Tried two new bulbs, nothing changed.
2. Replaced the entire bulb socket, no change.
3. Brought out the voltometer. I get a reading of 12-13V running through the corresponding (A on socket) lead, and it will even rotate voltage/no voltage when the blinker is on. When I plug a light in though, nothing happens.
4. While messing with it two days ago it suddenly started working when I reseated the bulb. When I got up in AM the next day, it no longer worked. That night I replaced the socket, still doesn't work.
5. Checked all the fuses, replaced the blinker fuse even though it looked fine.

It's so strange to me that I see current running through the circuit but when a bulb is inserted nothing happens. The other light in that same bulb/socket works fine so I don't think it's a grounding issue. I am completely stumped as to why it doesn't light up. Any suggestions?
