Hrdro boost or power steering problems

When it is warm out my power steering when backing up is tight an feels like it is not working good an now since it is cold outside my breaks feel like they are locked and you make it move it takes just a minute and all is fine.the power steering does not have a bad noise but i have not ever fooled with hydro boost and not sure what it does. What could the problem be. this is a 2002 gmc serria 2500hd Thanks
