My 1994 GMC Jimmy won't start?

I have a 1994 GMC Jimmy, and the voltage meter, inside the car, shows 19 volts. The car wouldn't start and I got a new battery and had the alternator checked out which is running fine. The voltage meter still shows 19 volts and this morning my car would not start. What could be draining my battery?
 
obviously the voltage meter is draining the battery, it has grounded out somewhere in its circuit and is causing your battery to drain.

replace it and i guarantee your problem will go away
