On a 1991 GMC Sonoma truck, what fastens the plastic interior to the floor around

the seat belt? The seat belt is twisted & won't pull out. Can't get the plastic to come off.
 
Plastic Around Seat Belt

If it's like the second generation Sonoma the plastic is held in place with clips and one torx bolt, at the upper level of the seat belt.

To remove this plastic you must gently open the plastic cover on the seat belt, nearest the head rest - headliner. This will expose a Torx bolt - T-50. Remove Torx bolt. The plastic covering is locked at the bottom by the plastic piece covering the door threshold. There is a short plastic pin that locks this piece which has a hole in it. Hence, if you lift up on the plastic cover, it will lift the locking threshold cover too. You then lower the plastic cover to clear the plastic pin. The rear of the plastic cover may also fit under another plastic piece at the rear of the regular cab. This should slide out and not be pinned. To completely remove the seat bolt there will be two additional Torx bolts which will now be exposed. One is hidden by a small carpet cut-out very near where the plastic piece was previously located. This bolt is vertical. A second bolt holds the seat belt unit to the B pillar. This bolt is horizontal. These bolts, especially the bottom one can really be hard to remove. If too tight, heat it up with a propane torch for about one minute, apply Pro Blaster and let sit for 10 minutes or longer, smack it with a hammer 4 or 5 times and remove.
