Power mirror won't fold in, replaced with new one, still won't fold in. Fuse is good.

I recently replaced my passenger mirror because the old one wouldn't fold in, I assumed maybe the motor was broken inside it. Replaced it with a new one, and it still won't fold in or fold out. I checked the fuse for that mirror, took it out, switched it with an identical fuse that worked fine, still didn't work. Any other ideas on troubleshooting options anyone can recommend? Thank you.
