Replacing the rear breaks and emergency break in my 2001 GMC Sierra...?

I was trying to get my truck inspected and come to find out the emergency break will not hold. I tried tightening it only to find it has been tightened all the way already. I never have replaced breaks before and I'm really not sure of what I'm doing. Is there a web sight I can go to to get the easy-to-do how to's? I do have a copy of the Haynes manual and access to my own tools, I don't have the cash to pay someone to do them for me. Please Help!!! Thanks

helps if you got right tools but possible with only good pair of pliars can buy brake pliar or vice grips
