Spare tire hoist assembly

I have a 2007 Sierra that I recently purchased. I’m having trouble lowering the spare tire hoist assembly low enough to reach and lift the spare tire. Any suggestions why it won’t go any lower?

Yes, lift kit, 4 in. in the front & 2 in. in the rear to make the truck level to accommodate 33in. tires.

I was able to remove the hoist and retract the full length and it was more than enough to load the spare tire.
