Spare tire Wont come down

I can't seem to get the spare tire to come down. The cable comes down all the way but the tire only comes down about 3 inches. Is there a trick to get it to come down the rest of the way or is it just seized.

Do we assume that you crawled under to see if something is hanging up yhr wheel. Did you run your hands around it to see where it is hanging up?

Where the spare tire mounts to, there is a hook that latches to the frame when the tire is stowed. If the hook is frozen from rust, the cable will come down but it will just hang there. What you need to do is let the cable down and prop up the tire, push up about an inch on the tire mount and take a prybar and push the hook in. Should come down with no problem...This is a problem on all the gm vehicles with under the vehicle storage. Ran in to it many times. Hope this helps

Thanks for the advice. Had a tire put on and the guys at the garage fixed it for me.
