starter grinding

I have a 1998 jimmy that I just bought and I can not figure out why the starter is not engaging with the flex plate correctly

Just put in a new starter that didn't work, tried shimming the starter that just made it worse. Could I have a bad flex plate? I stuck a screw driver in the bell housing and tried to see if the flex plate was loose or moving around it seems solid.

It cranks the motor over but just doesn't sound like the teeth are meshing together correctly but when I crank it sometimes it just grinds very bad and wont turn the motor unless I turn it by hand and then it will crank again. I don't see any teeth missing or anything like that. Im at a loss and don't wanna drop the trans if I don't have to any help would be great. Thanks
