2002 2500 HD 6.6 Diesel

Encoder motor ( New )- checked to make sure it works and works
3 button switch, no Auto 4wd on dash
Now we changed it and it changes in 4 hi and 4 low, you can actually feel the diff in gear ratio, but it remains in 2wd, buttons light up as they should. But the front drive shaft will not turn, not even off the ground in the air. You can cycle through all the settings and it will not turn, so this rules out my hubs locking up obviously.
Now I read this issue all over the place and everyone or shop right away says new T case. Now I am not expert on T cases in these trucks at all. So you need to school me on them, But from what I see they are chain driven, kinda like a Fwd trans. I was told they were like a transmission with clutches and such.......I also was told the pump may not be working, and also the vacume, but again I am no expert and I really do not want to be taken advantage of here and get sucked into a used T Case.
Oh ya also the odd part it makes no noise (as in the case of something broken at any speed ), and the drive shaft when engaged is not spinning by hand, it is solid, so it is engaged I am guessing to a point, but not enough? You can with truck off and just key on turn the shaft manually and the two front tires turn.
If someone could give me a heads up on this before i get taken to the cleaners, that would be great.
