Timing chain cover leak

2011 Acadia Denali 29K miles with leak from timing chain cover. Took in to dealer to have corrected. Got home and noticed drips from underneath vehicle and was disappointed that cleanup was not part of repair process. Jacked vehicle up to clean underneath and noticed one of the cover bolts was not tightened and sticking out approx. 1/8 inch. Contacted dealership, talked to Serv. Mgr. and tech who performed work. I asked about torque requirements and tightening sequence. Tech said he only used air ratchet, not torque wrench and there was no sequence. Am I crazy or are there supposed to be torque requirements for this? I am concerned about the quality of my repair since the engine was removed as well as power steering, A/C, Cooling, and Braking systems as well as wiring harness etc. They just basically tightened the bolt and apologized. Any feedback?
