Trailer Running Lights

Trailer running lights, turn signals, etc don't power up. Brake controller shows connection. I've checked fuses as per the owners manual but cannot find center fuse panel under counsel to the left of steering column.

checked voltage at rear umbilical and it shows 9v dc. Can anyone help
