troubleshooting for 1996 gmc sierra?

This one is a little tricky, first determine if it's coincidence or weather related. Take a water hose; and hose down the truck real good with the hood closed. Try to recreated the problem, if the problem does not reoccur it maybe coincidence.
Now if it does ,you need to check for spark and fuel. Then follow a flow chart for which ever one it's not getting.

Does this happen when just sitting in the rain or after driving in the rain?
If just sitting, hoseing the vehicle down might recreate the problem. If while driving you may have to spray water up underneath the vehicle to similate road spray and splash.
I agree it is either fuel or spark. If spark it must be shorting out your coil primary to prevent all of the plugs from firing.
FUEL: Could be either the signal to the injector or the fuel pump.
Can you hear the fuel pump run when you first turn the key?
