tube or valve issue

I am trying to figure out what the tube/valve is behind the motor and left of the distributor. It's a 96 jimmy. I do not know what this is, all I know is that there is oil coming out of it and I need to know if this is an issue. Thanks

Qs to help us help you -

Tube - rubber plastic or metal ?

Left of dist. - is that looking in at the motor with hood up or
sitting in driver's seat ?

Can you tell where it comes from ?

plastic and the end of it seems to be spring loaded. it is left of dist. in front of relays if looking at engine with hood up. I believe it is a breather of some sort and I am unsure why oil is coming out of it and saturating everything around it.
