NO as long your Jimmy is registered as a commercial vehicle. Commercial vehicle have a exemption to having a bumper, passenger vehicles require bumpers. You can still install one on and good chance that you will not get any fines or pulled over, keep in mind that any rear end that you may get may void your insurance clam if your Jimmy is not DOT approved. :(
