Drum brakes are less maintenance free and trouble some then rotors in the back. The other issues that GM has had with the rotors in the back is the parking brake shoes would wear out within a year, causing you to service your rear brakes again.
With the drum brakes, the parts are protected by the elements and will last much longer then the rotors. Yes the rotor's have better stopping power, but that's what the front rotors do, the rear are there to stop the vehicle also. But mainly to give the vehicle control when braking hard, that's why the proportional valve in the master cylinder are different from the Rotors and drum brakes. The rear rotors have less pressure then the drum brake does to ensure that they will not lock up during hard stops without the aide of the ABS.
If drum brakes were so bad, they would still not keep using them on tractor trailers.
