Rusted driver seat rail

I've had my '11 SLT Z71 for about a month and a half and noticed that the left rail under my driver seat is all rusted already. Anyone know why? It's going back to the dealer but was just wondering why it looks like that. I'm figuring they just installed a crappy rail from the factory.
