Noticed my tension pulley was ... bouncing ( for lack of a better word )
a little bit ( about 1/4 inch ) .
Should they remain stationary or is it replacement time ?

They do move back and forth which is normal, but they do wear out and the tension weaken, at times the housing breaks. There not that expansive and would not hurt to replace it along with the idler bearing. Most people don't replace them or don't believe in replacing worn parts till they break.
I found in the past they only break when you can't afford to break down or its a simple fix that will cost more in the long run to have it towed or it causes something else to fail along with the part that failed.
