No oil pressure at low idle

Recently, my oil pressure flatlines at low idle (usually at stoplight). I'll shift to Neutral, rev up and the pressure returns to 'normal' and the faint lifter clatter ceases. This usually only happens when the engine is 'cold' (live in Phoenix).
