1995 GMC 2500 Suburban 4x4 7.4l won't pass smog. Help!!!!!?

130,000 miles, Mechanically very good condition, Just returned from a 3600 mile trip to Colorado with no issues. I have replaced EGR, replaced Idle Air controller, replaced O2 sensor, No vacuum leaks (replaced all vacuum lines and throttle body base gasket) no exhaust leaks, does not burn any oil. Verified engine computer settings with factory scope. No factory air pump on the big blocks in CA.

I am aware that the 454 engines tend to burn up Cats about every three years. Exhaust temp before Cat is 370 degrees/ after Cat is 440 degrees.

Everything is very clean except NOX.
Smog test results: %CO2 = 15.0; %O2 = 0.0; HC (PPM) = 15; CO (%) = .05; NO (PPM) = 1076 @ 25 mph.

I am frustrated to say the least. The smog test guys were no help, and the local mechanics can't figure it out either. Any solutions that you know of from experience?
