1996 GMC Jimmy Fuel Pump Relay?

I have a 1996 GMC JImmy. I put a new fuel pump in it. No electrical going to the fuel pump. Will the pump relay switch cause this to happen? There is power going to the pump then shuts off.
The car cranks but will not turn over..

That's what it sounds like to me. The fuel pump relay isn't able to pass enough juice to the fuel pump. You could also have a short or be grounding out somewhere.
