1999 Jimmy will not shift from 4wd hi to 2wd hi

I have a 1999 Jimmy, I am locked in 4wd Hi, when I go to shift into 2wd Hi, the light will flash, clicking from under the vehicle and from the control box by the passengers door and then return to 4wd Hi and I am in 4wd Hi with the front tires locked in gear. If I pull the 4wd fuse out of the panel, the transfer case will shift into 2wd Hi, but I lose my fuel guage and the battery light comes on, this is the way I'm driving the vehicle now. If I put the fuse back in, when I start the vehicle the vacuum actuator under the battery moves and stays in place. When I first purchased this vehicle I could not shift from 4wd Hi into 4wd Lo, the lights would flash and the clicking sounds would be present but would not lock into 4wd Lo. I have not used the Low Range for several years, this could be a separate problem. I did replace the vacuum lines under the hood and replaced the electrical switch on the dash, I also swapped the control box by the passengers door. It has always shifted in and out of 4wd drive until this summer. What and where else should I look to correct this problem. Thank you for any input.
 
For the shifting problem

If you can;t get in and out of 2wd/4wd hi low, try hitting the transfer case with a mallet. That has worked for me a couple of times.
 
one thing to look into is, check your vacuum lines again, pulling the fuse kills those other circuits cause that one fuse runs multiple circuits. have you tried putting it in park or neautral? If that dont work check the cable to the transfer case
