Check the vacuum lines for cracks & broken connections, especially in the engine compartment. Then check your air divertor . It's a flat plate that pivots when you slide the switch between floor and defrost etc... The plate is located inside the ducting in front of passenger foot area. If you can't hear it moving when you change settings, you will have to gain access by disassembling or carefully making an access hole.
