NO it will not work, the DiabloSport programmers are made for the OBDII system and your Sierra is a OBDI. You can tune OBDI, but DiabloSport doesn't do it. For TBI tuning, you can go to http://www.tbichips.com/ or http://www.fastchip.com/. You can also datalog TBI and that's pretty easy. I had about 15 logs of the Typhoon and Syclone I had saved.
All you do is to hook up a laptop on to your data post while you drive to see what's going on. Make the changes save the new inputs on the laptop and burn a new chip. To put a chip in takes 5 minutes, You can't use a power programmer for your year of truck as the PCM has a replaceable PROM (CHIP) instead of the EEPROM that the programmer needs.
You will have to buy a replacement or burn a new PROM (CHIP) and install it into the PCM for what you want. The PCM is located behind the glove box and all you have to do is remove it, remove the two screws from the silver box, remove the prom and install the new one.
