Wipers always on even if turn switch off. What stop this or what wrong to cause this to occur.
If the fuse is shot, then the wipers would not be working at all.
 
There may be a short in your wire and it just so happens the short happened when you had your wipers on; or another possibility is your wiper motor is somehow getting to much power or a constant unwanted feed of power and won't turn off.

Common issue when the circuit board on on the wiper motor has gone bad. Simple and easy fix if your good with a soldering iron, or just replace the board it self. The Board can be bought at Auto Zone or Napa, what happens is that the board where the wiper wire harness clips on at the wiper motor housing cracks and will need to be re-soldered back together again.

After years of use and time has gone by, the solder cracks causing shorts and loose of connection. You can try turning on your wiper switch to the on position and wiggle the harness at the wiper motor. This may help you get yor wiper to start working again is your in a bind to needing it to work when it starts to rain.

Funny, I have a 98 Sonoma 2.2 liter, 4 cylinder and have the exact OPPOSITE problem as my wipers simply don't work at all on occasion. Since it rains very little in Los Angeles it's never been a truly huge issue but if its an easy fix I'd certainly do it.
