Daylight running lights

After moving to Oregon my Daylight Running Lights started working inconsistently. The housing was full of water. I drained the water, drilled holes to allowed future water to drain, changed bulbs, checked fuse, and replaced the relay in the fuse box under the hood. They still don't work.

Is there anything I'm missing, or are they fried for good. The truck is a 2000 Sierra.
 
This might not be your problem but I have a 2001 GMC and one bulb needed to be changed and when I removed it from the socket, the inner socket was completly melted to the outer recepticle. I had found that the bulb was to close to the socket and melted them. I found buying a Wagner bulb didn't have the proctector around the glass and the light worked for at least a year with no problems. I later went to buy a bulb but wagner didn't make them anymore. But now they make a socket with length the shorter than the original. I had found that by replacing the old ones with the new and using the Silvania bulbs might take care of it.
 
If you have your owners manual there is a section that talks about how to turn your automatic lights off/on but I'm not certain about your daytime running lights. Has something to do with setting your parking brake then turning your ignition key on. At least it does on my 99 Sierra.
