Envoy Xuv Tailgate problem

Have a 2004 GMC Envoy XUV 134,000 miles.
Tail gate will not open; will not swing out or down.


I do not even hear electronic clicking sound when I try to open gate.
Any ideas, to get it open; then what needs to replaced?
