I've done two* complete drive cycles and the 'ES' icon for monitor test is still blinking on the OBDII.

1) Does this test need to complete before a Smog station will issue a Pass?
2) If so, what can I do to expedite this particular monitor test's completion?
Situation:
Even though emissions were within spec, Smog test issued a fail due to-
a) P0161 B2S2 O2 Sensor fail
b) old locking Gas Cap failed vacuum test.
I replaced the 02 sensor, then cleared the codes and that code has cleared (and test monitor completed). Days later, I installed a new locking gas cap, ran the first drive cycle. No codes present, but 'ES' monitor was blinking (I assume old failed gas cap caused this). I installed a new (non locking) gas cap and did *second drive cycle. "ES" still blinking.
3) Does a particular step of drive cycle complete the 'ES' (Evaporative System Monitor), or does this take 'x' amount of time?
1999 Savana 3500 box van, 55k mi on vehicle. 3k mi on new dealer installed crate engine.
