Fan Clutch 1995 Jimmy

I am trying to track down an overheating problem at speeds under 45 MPH or when I try to use the AC. Radiator is full.

When the engine is overheated and I turn it off I can turn the fan by hand. Is there a proper way to test the fan clutch.
