on that you can't see rust rusty brake drums can be seen with the tires that are on ther .
 
I'm assuming that you have an open face wheel an that the drum is exposed...inside covers plastic or metal will hold heat in..the fins on the drum for a purpose, to cool the braking system...an over heated brake drum or rotor will have a tendency to warp and cause a vibration when braking...painting is OK but if you want to do it right, either purchase new drums or have your old ones sandblasted on the outside and power coated, the colors are endless and it will not rust off and very hard to chip
 
Try taking off the wheels painting them black with Rustoleum paint. You can also paint the front calipers.
 
Any speed shop or 4x4 specialty shop.

Or, grind off the rust and paint with high-temp exhaust or stove paint.
 
I believe that they make plastic dust covers for all sized wheels. They're typically black, plastic and cover up all of the backspace. It will make your brakes warmer though. You could also just pop them off, clean and paint them black.
