Issues when braking

Hi All,
I have a '97 K1500, 5.7L, w/Z71 package, 195K miles. I am having some issues when braking that are driving me crazy. When brakes are applied the vehicle starts "bucking" for lack of a better word. It's not quite like the normal 'pulse' that happens with warped rotors, the brake pedal is firm and steady, the steering wheel does not pull to either side. So I don't think it's rotors, but I'm not going to rule it out either.
What happens is the back end starts bouncing up and down pretty rapidly, probably a couple inches travel, whenever brakes are applied. So it gives a bit of the sensation of pulsing, but I don't think that's what's going on.
I have replaced the shocks all the way around, I balanced the tires, but nothing has fixed it yet.
I pulled the wheels off and there is lots of pad left on the front and rear, the rotors and drum don't seem to have any excessive grooving.
I'm really at a loss and would love to get this truck stopping safely again. My 16 yr. old son drives it quite often and I worry what might happen if he gets into a panic stop,.
Any thoughts or suggestions?? :confused:
